In my capacity as commissioner within the meaning of section 7a of the retirement villages act 1992 (rv act), acting pursuant to section 10 of the rv act, i delegate to owen kelly the performance of all of the functions and duties and the exercise of all the powers conferred on me by the rv act and any subsidiary legislation made thereunder. This delegation only had effect from the date of execution to 12 june 2026, inclusive, or upon owen kelly ceasing employment with the department of local government, industry regulation and safety, whichever occurs first.
