The order prohibits the grant or renewal of a vehicle licence unless the vehicle has been examined and a certificate of inspection has been issued, with some exceptions for new vehicles, vehicles licensed within the last 3 years and driven less than 100,000 km, and certain industry and specialized vehicles. It applies throughout the state and repeals the Road Traffic (Vehicles) Inspection Order 2018.
