The Road Traffic (Vehicles) Inspection Order 2022 prohibits the grant or renewal of a vehicle licence unless the vehicle has been examined and a certificate of inspection has been issued, with some exceptions for new vehicles, light vehicles, and vehicles used primarily in industry.
