These regulations amend the Road Traffic (Authorisation to Drive) Regulations 2014. They define 'moped licence' and 'new driver’s licence applicant'. They specify requirements for demonstrating sufficient ability to safely drive a motor vehicle for new driver’s licence applicants under 25, 25 and over, and other applicants.
