Prohibits fishing for blue swimmer crabs between 1 September and 30 November in specified Western Australian waters, including the Swan and Canning Rivers and Rous Head Harbour.

Amends the Swan Valley Local Planning Scheme No. 1 to extend additional use A13 over a portion of Lot 104 Dale Road, Middle Swan.
