Closes specified areas of navigable waters to the operation of wing-in-ground effect craft when operating in ground effect mode, including gazetted closed waters, swimming prohibited areas, and protected waters, with exceptions for vessels in Schedule A operating in Schedule B waters under Schedule C conditions. Defines wing-in-ground effect craft, operator, ground effect mode, launch site, water skiing, and waters.
