“There are a range of reasons carer households may withdraw or be inactivated, including carer households that no longer wish to provide care; were assessed as family carers and did not wish to remain a carer following conclusion of the family care arrangement; or carers who experienced a change in life circumstances impacting their capacity to care such as illness, family composition, changes to accommodation, moving interstate or overseas or carer ageing.”
