(1) Local Agenda 21 proposals are an effective strategy for local governments. It is an open question whether or not they are the most effective strategy. (2) I am advised that there are no specific funded programs in the Department of Environmental Protection’s budget for Local Agenda 21 support, although it is a recognised priority for additional funding sometime in the future. (3) Answer as in (2).
