The Minister Replied:
(a) The ability to apply for learner permits at 16 years is one of a number of initiatives included in the new Graduated Driver Training and Licensing System. Enabling regulations are needed to facilitate the introduction of the new system. It is anticipated that the new system will commence in early February 2001.
(b) Yes.
(c) Amendments to the Road Traffic Act (1974) were required to allow the introduction of the Graduated Driver Training and Licensing System. Government set a high priority on these legislative changes which were part of the Road Traffic Act Amendment Bill (No.2) 1999 which was passed prior to Parliament going into recess.
