I thank the member for some notice of this question. (1)-(2) The response to question without notice 937 stated that the decision to proceed with establishing arrangements for the provision of alternative systems to members was made by the coalition government. From the late 1980s, Western Australian members of Parliament were provided with an electoral information management system known as EMS. Between 1997 and 2000, under the coalition government, the use of alternative electoral information management systems was investigated. On 12 August 2000, a request for proposal was advertised in accordance with State Supply Commission policies for the supply, installation and support of electorate information management systems. As a result of that procurement process, letters of conditional acceptance were issued in October 2000. Hon Norman Moore : Is there any prospect of part (2) of the question being answered? Hon KIM CHANCE : They were letters of conditional acceptance; they were not contracts. Hon Norman Moore : I asked about the contract entered into by the government. Hon KIM CHANCE : I can ask about that. Hon Norman Moore : This is an appalling state of affairs. A question was asked but completely ignored.
