Reports on Consultants Engaged by Government for the six months to 30 June 2022, 31 December 2023, 30 June 2024 and 31 December 2024 confirm the Department of Regional Development paid $1,276,869 for consultancies on AMTECH as follows; $133,145 to Paxon Group, prefeasibility report on AMTECH, Bunbury and draft feasibility scope (1 January – 30 June 2022). $300,000 to Deloitte Financial Advisory, AMTECH Feasibility Study and Business Case (1 July – 31 December 2023). $438,325 to Deloitte Financial Advisory, AMTECH Feasibility Study and Business Case (1 January – 30 June 2024). $405, 399 to Deloitte Financial Advisory, AMTECH Feasibility Study and Business Case (1 July – 31 December 2024). Can the Minister advise : (a) The processes under which the Paxon Group and Deloitte Financial Advisory were chosen for these consultancies; (b) Why the Paxon Group did the first prefeasibility study and was then not selected for the subsequent feasibility study and business case; (c) Whether the Paxon Group provided the Government with a draft and/or final report: (i) If so, when and can it be tabled; and (ii) If not, why not; (d) What were the outcomes from the Paxon consultancy; (e) Did they influence the Government’s priorities or position on AMTECH: (i) If so, in what ways; and (ii) If not, why not; (f) Were the findings from the Paxon consultancy similar to the findings in the Deloitte Financial Advisory consultancy: (i) If so, in what ways; and (ii) If not, in what ways; (g) Has Deloitte Financial Advisory provided a draft and/or final report to Government: (i) If so when, and can this be tabled; and (ii) If not, why not; (h) What consultation process was undertaken by Deloitte Financial Advisory to develop the Business Case for Government: (i) Who was consulted and when; (i) Did Deloitte Financial Advisory meet with Government throughout the process: (i) If so with who and when; (j) Did the Business Case and work undertaken by Deloitte Financial Advisory influence the Government’s priorities or position on AMTECH: (i) If so, how; and (ii) If not, why not; (k) Have the findings from the Paxon and Deloitte Financial Advisory consultancies been shared with entities external to the State Government: (i) If so who, when and for what purpose; (l) Are any further consultancies with respect to AMTECH contemplated; and (m) Have costs and timelines for AMTECH been established: (i) If so, what are they; and (ii) If not, why not?

Paxon Consulting Group provided a final Phase One Preliminary Assessment Report to Government in February 2022. The report informed progression to the Full Feasibility Study and Business Case (DPIRD2023129) and contributed to, but did not determine, the Government’s priorities or position on AMTECH. The Preliminary Assessment Report was publicly available on the AMTECH page of the South West Development Commission’s website.
Deloitte Financial Advisory provided a draft AMTECH Business Case to Government in December 2024. The detailed feasibility study and business case contain commercially sensitive information and are unsuitable for public release.
Deloitte undertook extensive consultation with industry, education and government between November 2023 and April 2024 and met regularly with the AMTECH Steering Group.
Both consultancies produced complementary findings, shared internally and confidentially with relevant stakeholders. AMTECH is a medium- to long-term development; costs and timelines remain contingent. In March 2025, the State committed $55 million for site works at Picton.
