ROCK LOBSTER INDUSTRY — FISHERIES ADJUSTMENT SCHEME SPECIAL PURPOSE ACCOUNT
I refer the minister to the fisheries adjustment scheme special purpose account. (1) What allocation has been given to the rock lobster industry? (2) Has any allocation to compensate licensed fishers been made for the implementation of the Cape to Cape, Burrup and Camden Sound marine parks? (3) If no to (2), why not? Hon NORMAN MOORE

I have to confess that I had a little bit of trouble hearing the second question, but I will plough on regardless and hope that the answer bears some relationship to the question. (1) I understood the question to be whether there are any funds available from the fisheries adjustment scheme for the rock lobster industry. The answer is no, because there is no adjustment scheme in place for rock lobster. The member would know that there is an act of Parliament that is used to put in place fisheries adjustment schemes and that has not commenced for rock lobster. The changes that have taken place in that industry have been brought about by economic factors, as much as anything else, and by the significant reduction in the availability of the catch. However, we are contemplating moving to an individual quota system, which the member thought was a good idea some time ago but did not do anything about. Hopefully that will get the industry over the next hump, which, as predicted, is several years of very low catches. One can only hope and pray that we have some more puerilis around in the near future so that the industry can recover. There is no intention yet to have a fisheries adjustment scheme for rock lobster. The member asked me some time ago how much it would cost to conduct one of those buy-out schemes. I think it was about $160 million. So there is not one. (2)–(3) I think these questions related to whether there were any funds available in the budget in respect of marine parks.
