646. Hon LYNN MacLAREN to the minister representing the
Minister for Planning:
(1) How many
longstanding residents and homeowners who live within the Hope Valley–Wattleup
redevelopment project area remain?
(2) Of these, how many are still in negotiation with LandCorp
for the purchase of their properties?
(3) Are any
residents affected by the building waste depot and crushing facility in Wattleup,
which has been permitted to recommence operations?
(4) Has asbestos discovered at the site been cleaned up?
(5) Has the
government failed these landowners and the people of Western Australia in its
obligation under the Hope Valley-Wattleup Redevelopment Act 2000 and the
acquisition policy of June 2005 for ''fair, equitable and transparent
dealing with landowners''?
(6) Will
LandCorp act urgently to complete any outstanding purchases, particularly for
those elderly residents who are seeking to relocate?

approximately 120 existing residences remaining within the Hope Valley—Wattleup
redevelopment project area.
(2) Three
landowners are currently seeking LandCorp to acquire their properties. However,
it has never been the government's intention to acquire all of the land
within the 1 400 hectare Latitude 32 industry zone. The government funding
provided was primarily to acquire land in the towns of Hope Valley and
Wattleup. While LandCorp will consider applications to purchase from existing
rural landowners, these must be accommodated within the limited funding
available.
(3) The
building rubble recycling facility was the subject of extensive scrutiny by the
Department of Planning, LandCorp, the City of Cockburn, the Department of
Health and the Department of Environment and Conservation and was the subject
of State Administrative Tribunal mediation proceedings. The decision was issued
by way of a SAT consent order. The approved location is adjacent to the
Henderson Waste Recovery Park operated by the City of Cockburn.
The approval is subject to
extensive and detailed conditions, including requirements for dust and asbestos
management plans' dust monitoring and auditing. Effective environmental
and management controls are in place to ensure the building waste facility does
not affect any existing or surrounding residents. The City of Cockburn and the
Department of Health are closely monitoring these operations.
(4) This
information is unable to be given at short notice. The member may wish to put
this question on notice.
(5) The
government continues to act in a fair, equitable and transparent manner in
dealing with all landowners within the Hope Valley–Wattleup
redevelopment project area.
(6) The
government will continue to provide greater certainty for landowners,
developers and those seeking to invest in the area. This is expected to provide
further opportunities for existing landowners, regardless of age, to transition
from the area.
