I ask a supplementary question. What was the justification and motivation for imposing upon local government this treacherous act of political bastardry, with no consultation whatsoever, and against the wishes of the government’s own local government advisory board? Mr A.J. CARPENTER

I give an assurance to ordinary Western Australian people that we are not trying to impose anything that could be deemed treacherous or untoward. We are trying to encourage people to take part in the local government process. The majority of people in Western Australia take no part in the local government process. We believe that we can encourage greater, and more representative, participation in local government through the changes we are seeking to introduce.
