In relation to arts funding provided by Healthway, I ask:
(a) can the Minister confirm that as a result of Parliament’s legislation, Healthway is required to fund agencies and programmes within the Department for Culture and the Arts and other associated arts bodies;
(b) what is the current legislative requirement for Healthway arts funding; and
(c) how much funding in 2008−2009, 2009−2010 and budget projection for 2010−2011 has and will agencies and departments, and other non-government organisations, received from Healthway, and for what purposes?

(a - b)   The Tobacco Products Control Act 2006 (the Act) does not require Healthway to fund agencies and programmes within the Department for Culture and the Arts. In accordance with the Act, one function of Healthway is to support arts activities which encourage healthy lifestyles and advance health promotion programmes. The Act allows Healthway to make grants to arts organisations for the purpose of performing this function. Section 71 of the Act requires Healthway to endeavour to ensure that, in each financial year, not less than 15% of its annual appropriation is disbursed to arts organisations which Healthway is satisfied will promote the purpose of the Act.
(c) 2008/2009: $2,988,849.
2009/2010: $3,012,987.
The 2010/2011 budget projection for sponsorship funding to arts organisations is $3,044,400.
All funding provided to arts organisations was for the purpose of encouraging healthy lifestyles and advancing health promotion activities.
