the midyear review for the 2012–13 financial year booked the revenue
from the decision made in October 2012?

The Treasurer might be able to help me. The actual wording from the midyear
review is on page 14. I will read it out, and this is what it states —
 implementation of revised dividend arrangements
for a number of public corporations, including an increase in the interim
dividend payable by the Water Corporation to 98%  and each subsequent year,
and payment by the Western Australian Land Authority of an additional $62 million
as a one-off dividend payment to the general government sector 
There is no reference to the Insurance Commission at all!
