(1) Amount of Bad debts incurred 1/7/06 - 30/6/07 = $3,747.84, Number of Bad debts incurred 1/7/06 - 30/6/07 = Two.
(2) Names of the two outstanding debtors = Xing Liang Enterprises and Brian Willock.
(3) Outstanding debtors over 60 days checked and contacted weekly requesting payment.
Midland Redevelopment Authority
(1) Nil
(2) N/A
(3) Debtor statements are issued as soon as invoices fall overdue. If payment is not forthcoming then the debtor is contacted and the overdue invoice discussed.
Main Roads WA
(1) There were two outstanding debtors with debt to the value of $1634.85.
(2) The names of the outstanding debtors were Woodgamia CDEP and Gary Callighan & Co
(3) Measures undertaken to minimise Bad Debts include:
· Establish agreements between parties
· Request Payments in Advance of undertaking work/service
· Timely invoicing for works/services
Frequent follow-up of outstanding invoices by phone and through written correspondence.
Where appropriate use of debt collection agencies to follow-up on outstanding debts greater than 90 days.
Port Headland Port Authority

(3) Established procedures are in place for review and control if debt.
Department for Planning and Infrastructure (DPI)
(1) Amount: $70,362.68; Number: 206
(2) Given that question 1 refers specifically to bad debts and as the member has not provided a date at which the list should be compiled, I have assumed that the member requires the names of debtors who have had amounts written off.
If this is not what is required, the member is advised that the Department has two main Accounts Receivable Systems and smaller systems in use at its Regional Offices, a list of all debtors at any point in time would require a considerable allocation of resource to compile a list and to reconcile the list to ensure that any duplications are removed. This work would take several days and would amount to hundreds of names.

(3) Ensuring officers are aware of the Department's debtor management process and of their obligations and responsibilities in managing their outstanding debtors.
Monthly statistics on level of debts are provided to the Executive and Business Managers for each Division so that they can monitor and take corrective action within their areas of responsibilities in ensuring that the level of debts are kept under review.
Ongoing enhancements to the Accounts Receivable System to provide improved reporting of debtors accounts by officers and improved supplier's statements and invoices for customers.

(3) The risk associated with debts is monitored on an ongoing basis to ensure that the WAPC's exposure to bad debts is minimal. If the WAPC is unable to collect the debt, the debt is handed to debt collecting agents Dun & Bradstreet (D&B) for processing. When all endeavours to trace the debtors has produced no new information or contact, or it is considered the cost of further action unwarranted, D&B will close their file and recommend the debt be written off.
