I have a supplementary question. I hope the minister will forgive my ignorance; I am a bit new in this place. Why were those portfolio areas not transferred to the Minister for Water Resources? Dr J.M. EDWARDS

The member, in his own words, said he is new, and that he is ignorant. I do not think he is so new. The Premier decides on the allocation, and takes the minutes to the Executive Council. The question needs to be directed to the person in charge of the decision.
