(1) With reference to question on notice No. 1488 of 16 September 2014, what can be done to expedite the transfer to Parks and Wildlife of Stakehill wetland? (2) Does the move by the Department of Planning to the use of panel contracts aligned with State Supply Commission purchasing requirements mean all "Friends Groups" have to now submit to state tender requirements to work with the agency? (3) How many groups submitted tenders in 2014? (4) What other Landcare groups does the Department of Planning work with and specifically supply funding or facilities for? (5) What were the specific set of circumstances led to the rotary hoeing for fire control of site No. 275? (6) Regarding the files provided to the field management officer detailing previous management of the area as well as the report undertaken in June 2013 by the Department of Planning’s landscape architect, will the Minister table these files and the report? (7) Why was a landscape architect used and not suitable qualified horticultural or natural environment consultant?

(1) The transfer of Stakehill Swamp is to occur as soon as practical and the Department of Planning and the Department of Parks and Wildlife are working towards this outcome.
(2) 'Friends Groups' would only need to register with Tenders WA if bidding for services required by the Department of Planning that have been tendered through a procurement process.
(3) Nil
(4) The Department of Planning works with a range of community groups, which may include Landcare groups. The only Landcare group that is in receipt of ongoing support is the South East Regional Centre for Urban Landcare, which occupies a Western Australian Planning Commission property on a lease basis. This support is non-financial.
(5) Rotary hoeing for Bush Forever site 275 was deployed on the basis of the time of year and the age of the plants in the firebreak.
(6) The files available to the field management officer include:
- The current Environmental Management Plan (2010) which is publicly available via the Department of Planning website (
http://www.planning.wa.gov.au/publications/1157.asp
)
- A report completed by the appointed Landscape Architect in June 2013 [See tabled paper no.]
- Corporate files containing a range of ongoing working documentation, and as such an application for specific information should be made via the Freedom of Information process.
