I refer to the
proposed large commercial retail shopping centre adjacent to Yellagonga
Regional Park wetlands, located at lot 900, Wanneroo Road, and Cockman House,
located at lot 803 Ancestor Retreat, Woodvale, and the recommendation of the
Significant Development Assessment Unit to approve this development for
consideration by the Statutory Planning Committee on 10 December 2025.
(1) Why has a recommendation been made to approve
this development in the absence of a structure plan, given this appears to be inconsistent
with the principles of orderly and proper planning?
(2) Can the minister explain why the Warwick
Quarter proposal was rejected on the basis of a lack of a structure plan, yet
this proposal, also without a structure plan, has been recommended for approval
by the Significant Development Assessment Unit?

Commission is an independent statutory authority that assesses each proposal on
