I refer to the Broome Growth Plan and its proposed
implementation, and ask: (a) when was the Broome Growth Plan instigated and
by whom; (b) who has been responsible for the development of
the Broome Growth Plan; (c) which government agencies and non-government
organisations were involved in its development; (d) how much has the Western Australian Government spent on the
Broome Growth Plan to date; (e) was the Broome Growth Plan advertised for public
comment; (f) if yes to (e), when was it advertised, for how long and how
many comments were received; (g) has the plan been finalised and released
publicly; (h) if no to (g), why not; (i) can the Minister explain why the Broome Growth
Plan website is no longer functioning; (j) has a decision been made as to how the Broome
Growth Plan will be implemented and by whom; (k) if yes to (j), who made this decision and does it require
endorsement by the Minister; (l) is the Minister aware that Broome Future Limited
is a private company that was initially funded by oil and gas company Woodside,
which pushed to industrialise the Kimberley coast at James Price Point with a
gas processing factory; (m) is the Minister aware that Broome Future Limited
refuses to publicly disclose who its members and funders are; (n) is the Minister aware that Foundation Membership
of Broome Future costs $50,000 per year according to its website; (o) is the Minister aware that Broome
Future, according to its website, offers members: opportunities
to influence the issues that Broome Future addresses and the focus of the
analysis that it undertakes; opportunities
to socialise with like-minded individuals to discuss and debate the future of
Broome and the wider Kimberley region at Broome Future hosted events; and opportunity to review and comment on early
drafts of Broome Future studies; (p) does the Minister believe that being a member of
Broome Futures Limited offers members an unfair advantage over non-members when
it comes to recommending decisions on the future growth of Broome; and (q) if no to (p), why not?

(a) The Broome Growth plan was an initiative of the former Western Australia State Government’s Regional Centres Development Plan (RCDP) and overseen by the former Department of Regional Development. A Memorandum of Understanding to start the process was signed on 30 July 2014.
(b) The development of the Broome Growth Plan was overseen by a partnership comprising the former Department of Regional Development, the former Department of Planning, the Kimberley Development Commission, LandCorp, the Shire of Broome and Nyamba Buru Yawuru.
(c) The former Department of Regional Development, the former Department of Planning, the Kimberley Development Commission, LandCorp, the Shire of Broome and Nyamba Buru Yawuru.
(d) The total expenditure to-date is $1,289,588.18.
(e) No.
(f) N/A.
(g) The plan is finalised and will be publically released shortly.
(h) A requirement of the Growth Planning process was that the partnership find or form an entity to take the plan forward. The partnership has delayed release of the plan until that vehicle is finalised.
(i) I am advised the Broome Growth Plan website is still functioning.
(j) - (k) A proposal is being considered whereby a new purpose-built entity "Broome Future Alliance Ltd" would implement the Growth Plan.
(l) - (q) I have no responsibility in relation to Broome Futures Limited as they are not being considered as the implementation vehicle.
