In 2004, the Government as part of its graffiti management strategy established the State Graffiti Vandalism Working Group (SGVWG). The purpose of the SGVWG is to advise on priorities, target action, develop key result areas and set clear policies and practices to reduce graffiti. To provide an indicative cost of graffiti removal, the following SGVWG members have provided an estimated cost of graffiti removal, per annum, for their respective assets: (a) Western Power $75 000 (b) Main Roads WA $600 000 (c) Department of Housing and Works $1 600 000 The Department of Housing and Works has advised that their costs for graffiti removal are mainly associated with graffiti removal from public schools. The Water Corporation has advised that its graffiti removal costs are absorbed into routine maintenance budgets and is not able to provide an individual cost for graffiti removal. At this time, the Public Transport Authority has not provided details. If a response is required, a specific request should be directed to the Minister for Planning and Infrastructure. (2) The information sought is not readily available. In many cases, the removal of graffiti is undertaken in conjunction with other services, such as routine maintenance and rubbish removal. The Department of Housing and Works was able to identify 11 school sites within the Murdoch Electorate where graffiti has been removed since 1 January 2006. (3) SGVWG members have engaged the following contractors to remove graffiti from their assets within the Murdoch Electorate. Due to the various contractual arrangements between individual government agencies and their contractors, a specific request should be directed to the relevant Ministers to obtain individual details, including costs. (a) Main Roads WA - CSR Emoleum. (b) Department Housing and Works has a panel of graffiti contractors to cover the Perth Metropolitan area. A detailed list of these contractors is available from the Department on request. (c) Western Power - Graffiti Systems Australia Pty Ltd. (d) Water Corporation uses 'alliance contract arrangements' with other agencies in the Perth Metropolitan area. At this time, the Public Transport Authority has not provided details. If a response is required, a specific request should be directed to the Minister for Planning and Infrastructure. (4) SGVWG members advise that the majority of government sites, within the Murdoch Electorate, from which graffiti has been removed include: bridge structures, electricity poles (concrete, steel and wooden), electricity substation equipment, noise walls, school sites and various signage. (5) The information sought is not readily available. However, a number of schools in the Murdoch Electorate have been subject to multiple incidences - it is not known if the graffiti reoccurred in exactly the same locations. (6) Western Australia Police is unable to provide specific Graffiti charge information as its Briefcase system extract data does not distinguish between Graffiti and other Damage charges under the Criminal Code Section 444 and Criminal Code Section 445 .
