(1) How many people are currently waiting to have their complaint heard before the Building Disputes Tribunal?
(2) What is the longest time that a complainant is currently waiting for disposition?
(3) What is the average length of time complainants have to wait before their matter is heard?
(4) Is this considered to be an optimal time; and
(a) if not, what measures is the Minister taking to reduce the waiting time?
(5) Are there sufficient numbers of inspectors who are required to provide reports to the Tribunal in order to enable timely provision of reports to the Tribunal; and
(a) if not, why not?
(6) What other impediments, if any, to more timely resolution of disputes have been identified?

The Department of Commerce advises:
(1) As at 10 August 2010, the number of complaints where the parties to the dispute are ready to proceed and are awaiting a Tribunal hearing is 124.
(2) 12 weeks.
(3) 8 to 12 weeks.
(4) No.
(a) The Government has announced its commitment to introduce a new procedure for the resolution of building disputes through, including conciliation, with the aim of reducing the number of disputes needed to be dealt with in a formal tribunal system.
(5) The Government is aware of the constraint and it is proposed this will be addressed through the establishment of the new dispute resolution process funded by a building approval levy.
(6) Part time Tribunal members, accommodation restrictions, ill-prepared parties to the dispute, inflexible process.
