The $925 million is included across phase 1 and phase 2. We
have not finalised phase 2, because we are now trying to explore different options.
I have been working with the federal government on this all the way through,
including, as I have said many times, the last mile, which includes getting
across the bridge and into the port itself. We have been working through these
things for about a year. I will not get into the level of detail the member is
asking for —

release from Alannah MacTiernan, who started the planning on this base case in
2008. The planning started in 2008 by the then transport minister, Alannah MacTiernan;
so it is long planned. I do not think it is the best thing for the community.
