I refer to the Department of State Development Browse LNG Precinct Strategic Assessment Report, Appendix C-9 Executive Summary, and ask -
(1) Is the Minister aware that only 20 hours were spent on a near shore regional survey of dugong habitats, covering a survey area of 9353 square kilometres, and that this is the basis for determining the impact the LNG Precinct would have on the local dugong population? (ref: SAR, Appendix C-9, Executive Summary)
(2) If no to (1), why not?
(3) If yes to (1), does DEC consider this an adequate survey period for determining the impact of the proposed LNG Precinct on the local dugong population?
(4) If no to (3), will the Minister instruct DEC to conduct further near shore regional surveys of this habitat area?
(5) Can the Minister state how the DEC plans to protect the dugong habitat and individuals from dredging, vessel strike, and pollution impacts related to the Browse LNG Precinct?

The Minister for Environment has provided the following response:
(1)-(5) Potential impacts on dugongs will be considered as part of the Environmental Protection Authority's (EPA) strategic environmental assessment of the Browse LNG precinct under the
Environmental Protection Act 1986
. When the EPA completes its assessment, it will provide the Minister for Environment with a report and recommendations, and the Minister will set conditions that will apply to the project if it is approved. It is inappropriate for the Minister to comment further while the EPA's assessment is in progress, other than to say that the Government is committed to ensuring the conservation of dugongs in Western Australia.
