I refer to the submission process
currently underway for the amendment to Yara Pilbara Fertilisers Pty Ltd's
licence to include the technical ammonium nitrate plant and to the Premier's
opening of the TAN plant on 25 August.
(1) How many submissions were made?
(2) When will the submission process
conclude?
(3) When will submitters be advised
of the process?
(4) Why has the
plant been declared open, despite there being multiple submissions to the
licence amendment?

some notice of the question.
(1) The
Department of Environment Regulation received 61 submissions regarding the
application from Yara Pilbara Fertilisers Pty Ltd and Yara Pilbara Nitrates Pty
Ltd to amend licence L7997/2002/11 to include the operation of the technical
ammonium nitrate plant.
(2) The public consultation period
closed on 17 August 2016.
(3) All
submitters will be directly advised by DER when the application has been
determined. The decision will be published on the department's website
and in The West Australian newspaper.
(4) Yara Pilbara
Nitrates is currently authorised to operate the technical ammonium nitrate
plant under the commissioning phase of works approval W4701/2010/1. Ongoing
operation of the plant and any subsequent conditions will be determined
following a risk-based assessment under the amendment application to licence
L7997/2002/11.
