I refer the Minister to the Auditor General’s Report of September 2004 and the finding that the motor vehicle recording fee collected by the Department was 125% above cost recovery, and to the Minister’s comments on ABC radio on 15 October 2004 that ‘the matter would not be corrected until 2005, and in any case the extra amount would simply be shifted to another part of the motor vehicle licensing fee’ and ask -
(a) given that the approval was given in April 2004 for the $16.20 fee to be reduced to appropriate levels, that is halved, will the Minister explain why six months later this has not happened, and people continue to be overcharged on the recording fee; and
(b) given that revenue from the recording fee, totalling around $40 million, has gone into Consolidated Revenue has the Minister received any advice as to whether this fee is a tax, and as such, whether the Government is taking Western Australians’ money unlawfully; and
(c) given that the matter clearly has not been corrected, why did the Minister wait until approached by the media to correct the public record?
