This question is neither troubled nor 65 per cent complete. It is in three parts. (1) Is the minister aware that the New South Wales government is considering scrapping the second stage of its building sustainability index program, which imposes mandatory water and energy saving targets on new and renovated homes, and that the New South Wales Minister for Planning reportedly has serious concerns about the cost implications for home owners? (2) Given that the proposed Western Australian BASIX program is based on the New South Wales model, what guarantees can the minister give to home owners in Western Australia, and in particular first home buyers, that it will not add a significant financial burden to their home ownership? (3) Given that the estimated cost of BASIX to WA home owners will add a further $9 000 to home prices, will the minister table the cost impact analysis for the WA version of BASIX; and, if not, why not?
