MINISTER FOR HOUSING AND WORKS, PUBLIC TENDER PROCESS
(1) Is the Premier aware that his Minister for Housing and Works is perceived as beholden to his factional allies in the Construction, Forestry, Mining and Energy Union to the extent that he is willing to undermine the public tender process and his own ministerial accountability? (2) Will the Premier immediately stand aside the Minister for Housing and Works until legal action on this issue and his conduct is determined? (3) If no to (2), how will the Premier guarantee that state tenders between the value of $1.5 million and $25 million will continue to be let pending the outcome of the court case? Dr G.I. GALLOP

(1)-(3) The policy that has been adopted by the Department of Housing and Works and the minister - An opposition member interjected. Dr G.I. GALLOP: The policy that has been adopted by the minister through the Department of Housing and Works has been debated in the community in recent times. Mr C.J. Barnett: Not by you. Dr G.I. GALLOP: It has; I have been asked questions on it on many occasions. The trouble today is that the Opposition has displayed another example of its incompetence and inability to work out the appropriate parliamentary process to do what it wanted to do. That is the Leader of the Opposition’s problem, not ours. He knows the rules and the standing orders and he knows that all Speakers of this Parliament will defend those standing orders. We will talk about the performance of the previous Government on some of these matters, which will be very interesting. In the past contractors in the building industry complained about the number of contracts that were awarded to one or two companies. Under the previous Government, members opposite got on the phone and said, “Look, don’t put in for this contract because we need to spread them around a bit.” Minister Stephens has said that he will make the granting of contracts an open and accountable policy. I have made it clear that the policy will be reviewed if it does not produce the results that we want from it. Therefore, in respect of Minister Stephens, the matter of the policy has been subject to debate and the role of the minister in advocating that policy - Several members interjected. The SPEAKER: I call to order the members for Kalgoorlie, Nedlands and Hillarys. Dr G.I. GALLOP: The minister’s administration of that policy has been a matter of debate and the Opposition has added nothing to that in the course of its contribution today.
