I refer to the minister's admission during the budget estimates committee hearings that the draft planning guidelines for the Leighton Beach redevelopment will not be released until September or October and will not be finalised until February 2001 at the earliest, and ask - (1) Is it not true that the minister's department advised him that the process could be completed much earlier? (2) Does the minister acknowledge that the current timetable means that the matter is unlikely to be finalised before the next election? (3) Is this delay designed to keep open the wound and cause political difficulties for the minister's leadership rival, the member for Cottesloe? Mr KIERATH
