(a) at what stage is the implementation of this recommendation; and
(b) if not finalised why is it that Western Australia Police could not have finalised its plans on traffic management and access and egress by bona fide residents to areas that are evacuated?

(a) A report regarding Recommendation 32 in the Perth Hills fire inquiry was tabled at the State Emergency Management Committee (SEMC) on the 13
March 2012. The SEMC resolved to refer the matter to the Emergency Services Sub-Committee (ESS) to develop appropriate operational procedures for the implementation of the response and recovery phase 'Restricted Access Permits' for bushfires and, subsequently, across all hazards.
(b) Western Australia Police have finalised their emergency traffic management plans with respect to vehicle control points. However, the responsibility and statutory authority to order evacuations and control access and egress during major incidents/emergencies rests with the prescribed hazard management agency, the Fire and Emergency Services Authority and/or the Department of Environment & Conservation in the case of bushfires. WA Police is represented on the ESS and has been directed by the SEMC to develop access and egress protocols for bona fide residents to areas that are evacuated. The ESS is currently dealing with the matter.
