(a) – (b) Funding has historically been allocated on a needs basis.  In more recent years funding has been allocated based on a number of factors including community need/gaps in service delivery (ascertained through funding consultation with key stakeholders), population growth, and crime statistics, in particular Domestic Violence Incident Reports as extracted from the Western Australian Police Incident Management System.
