414. Hon ED DERMER to the minister representing the Minister
for Planning:
Some notice has been given of the question. I refer to the minister's
answers to question without notice 382, and other parliamentary questions, in
which he said that the cost of the Perth Waterfront project is $440 million.
(1) When was the figure of $440 million first determined?
(2) In 2010, when
the figure of $440 million was used, can the minister confirm that associated
roadworks, including freeway widening required due to the closure of Riverside
Drive, had not been factored into the $440 million?
(3) If the $440 million
was a costing in 2010 terms, have cost escalations and a consumer price index
addition been added to calculate an accurate 2012–13 costing; and, if
not, why not?
(4) What is the
most recent and accurate costing that has been provided to, or prepared by, the
government?

I thank the member for some notice of the question.
(1) In releasing
the current master plan, the Western Australian state government committed to
delivering Elizabeth Quay through providing $440 million of funding in the 2011–12
Western Australian budget. The state government will recoup a portion of these
costs through land sales.
(2) The
Department of Transport is undertaking the widening of the freeway, which is
separate from the Elizabeth Quay project.
(3)–(4) The
most recent costings were included as part of the 2012–13 budget.
