1. Early intervention and preventative measures form part of the supports and services routinely provided for people (children and adults) accessing WA NDIS My Way. These supports and services are not currently a specific measure within the Commission's reporting framework. Discussions with the NDIA indicate it does not have a reliable definition of this measure. The Commission intends to capture and report on this measure when a reliable counting tool has been agreed to by the NDIA and the Commission.
2. Early intervention and preventative measures are based on the individuals' needs and their unique situation.
3. In most instances, funding approval is for the same period as the plan (12 months). However, WA NDIS My Way plans are designed to be flexible and responsive to opportunities, challenges and changes in each person's life. Therefore, individuals have the opportunity to review their plan earlier if required.
4. The definition for early intervention within WA NDIS My Way is consistent with the National Disability Insurance Agency's definition. A person meets the early intervention requirements if:
(a) the person
i. has one or more identified intellectual, cognitive, neurological, sensory or physical impairments that are, or are likely to be, permanent; or
ii. has one or more identified impairments that are attributable to a psychiatric condition and are, or are likely to be, permanent; or
iii. is a child who has developmental delay; and
(b) the Commission is satisfied that provision of early intervention supports for the person is likely to benefit the person by reducing the person's future needs for supports in relation to disability; and
(c) the Commission is satisfied that provision of early intervention supports for the person is likely to benefit the person by:
i. mitigating or alleviating the impact of the person's impairment upon the functional capacity of the person to undertake communication, social interaction, learning, mobility, self-care or self-management; or
ii. preventing the deterioration of such functional capacity; or
iii. improving such functional capacity; or
iv. strengthening the sustainability of informal supports available to the person, including through building the capacity of the person's carer.
A person does not meet the early intervention requirements if the Commission is satisfied that early intervention support for the person is more appropriately funded or provided through another service system rather than WA NDIS My Way.
5. Funding for early intervention and other preventative strategies is determined during the WA NDIS My Way planning process.
