I refer to the Water Corporation’s Walpole Waste Water project, under the direction of the Water Corporation’s Project Manager Mr Brad Taylor, and ask -
(1) Given the current known and future projected water shortages throughout Western Australia, the criticality of oceans as the drivers of climate, and the predicted collapse of the world’s fish stocks by 2050, will the Minister explain why the Water Corporation continues to strongly advocate a system for dealing with Walpole’s sewerage, that will require the excessive use of water and/or pollute our ocean?
(2) Given that the Walpole Waste Water Community Reference Group (CRG) has steadfastly rejected pumping treated effluent into Nornalup Inlet, and the advice of the Water Corporation’s Project Manager Brad Taylor gives in a letter to Mr Vaughan Bellanger dated 18 October 2006, that ‘the Water Corporation does not envisage this option fitting in with the principles of the new marine park proposal’, why does the Water Corporation continue to present the use of Nornalup Inlet as a dumping ground for waste water as an option for the CRG’s consideration?
(3) What research has the Water Corporation undertaken to investigate the potential of alternative sewerage treatment systems for Walpole that do no involve infiltration or pumping treated waste water into Nornalup Inlet or the ocean or a treelot?
(4) If the Water Corporation has not investigated alternatives, why not?
(5) If the Water Corporation has investigated alternative options, where is the documentation and why have these options not been fully presented with supportive technical and scientific evidence to the CRG for consideration?
(6) The minutes of the CRG meeting of 10 October 2006 state that the independent facilitator advised the CRG members that ‘if the CRG could not reach a united recommendation (from the final four options presented), then the relevance of the CRG in the planning process would be diminished.’ Can the Minister confirm that that minuted advice is an accurate reflection of the Water Corporation’s intent?
(7) Could the Minister please outline the performance and outcomes criteria included in the contract and brief under which the Water Corporation’s independent facilitator has been engaged to facilitate the deliberations of the CRG?
(8) If no to (7), why not?
(9) Are there financial or other incentives attached to those criteria?
(10) If yes to (9), what are they?
(11) Given that the CRG is defined by the Water Corporation as representatives of the local community, why does it include two Water Corporation officers as members with voting rights?
(12) Given that local community representatives are not professional advocates or communicators, why has each meeting of the CRG not included a final session which identifies what further information is required from, and consultation is required with, the wider local community, and action plans developed to ensure that due process is conducted effectively and transparently?

(2) The Walpole CRG made the decision to continue the consideration of the option of discharging highly treated wastewater to Nornalup Inlet. The majority of the CRG has recognised that thorough and robust evaluation of this option is required to satisfy the planning process, including clearly articulating the social and environmental reasons for opposing the option. (3) Potential alternatives researched include: recycling on the country club golf course and other grassed municipal surfaces; irrigation of agricultural areas; managed aquifer recharge for indirect potable re?use; and various forms of household systems, such as on-site treatment and disposal, greywater recycling, third pipe systems and composting toilets. This information has been made available to the CRG and the wider community. (4) Not applicable. (5) Options have been discussed at length at CRG meetings. Information sheets have been made available to the Walpole community at public meetings and distributed via the Walpole Telecentre and Library. Information is also available on the Water Corporation's website.
