I refer to the letter sent to the minister by the grandmother of the state ward allegedly abused by his piano teacher. (1) Will the minister confirm that the boy has had six caseworkers since March 2004; and, if so, how does the minister reconcile this with her response to my question without notice 656 of 20 September that she accepted a departmental briefing note that the department was “working intensively with the boy in an effort to stabilise behaviour”? (2) Is the minister aware that the boy’s grandmother requested many times that the boy should see an independent psychologist rather than a Department for Community Development staffer because he cannot open up to these people as he does not trust them, and that the grandmother asked the minister for him to see someone away from the department as she knew that that person could help him and that he would be more willing to attend? I thank the honourable member for some notice of this question. (1) Yes, the boy had six case managers from March 2004 to March 2005, although one worker was with the boy for seven months and a co-worker assisted for two months. This was due to staff changeover in the district office. Since March 2005 he has had one and the same case manager. All case managers worked with the young person towards the implementation of the case plan. This plan addresses educational, training, psychological, health and accommodation needs. The plan also supports the young person to maintain linkages with his family. The department’s education officer collaborated with a range of agencies to provide education and training options for him. Additionally, mentors have been in place, as required, to work intensively with the young person to assist him with his educational and peer development. (2) The minister is not aware that the boy’s grandmother requested many times that the boy see an independent psychologist, other than in her letter of 15 April 2005. (3) A referral was made to an independent counselling service on 28 April 2005 by the departmental psychologist.
