I refer to the Peel Inlet-Harvey Estuary management strategy progress, compliance by the proponents with the environmental conditions set by the Minister for the Environment in 1989, 1991 and 1993, advice to the Environmental Protection Authority, and bulletin No 1087 of January 2003. (1) Will an integrated catchment management plan be developed and approved by the EPA, as required by the EPA, by 30 June 2004? Such a plan was initially required to be implemented by 31 December 1990. (2) If not, why not? (3) If no to (1), what action does the minister intend to take on this long-term, outstanding breach of ministerial conditions?
