Will the minister advise whether last week’s federal budget contained any additional funding for transport infrastructure in Western Australia? Ms A.J.G. MacTIERNAN

It was very sad. I note that my good friend, the member for Carine, was very disappointed that the federal budget did not contain any provision for rail for Western Australia. Indeed, it contained no additional funding whatsoever for transport in this state. It only restated a nonsensical requirement to short-change the state even further on road funding if the state was not able to meet an artificially set deadline of the federal government. I will quickly recap on this issue because I have interesting information for members. In 2001, we wrote to Minister Anderson. We asked for his help on the Peel deviation because it was a big project and if the state was to start it in 2006 it needed an early commitment because roads cannot be built the next day. In 2001 he said no. We wrote again in 2002 and he said no. We wrote in 2003 and he said no. In May 2004, I wrote and advised that the federal government was leaving it very late. As it then stood, we thought the federal government would commit to it in its next budget because an election was coming up. We advised that we would not be able to start the project until 2007 - Several members interjected. Ms A.J.G. MacTIERNAN : I will table the letter for the benefit of the member for Kalgoorlie. We advised that it was marginally possible that we could start the project in late 2006. That was all before the federal government committed to providing a single cent. It then committed some of the money and later came up with $20 million. Because the federal member for Canning said that the situation was embarrassing because it looked like a Labor government project, the federal government was asked to do something to make it look like a Liberal government project. Mr J.H.D. Day interjected. Ms A.J.G. MacTIERNAN : I am answering a question on transport. I know that the member, as opposition spokesperson on transport, is really only the opposition spokesperson on roads! All we have seen is the reinstatement of a very silly and childish precondition. We have some more information that members will be interested in on the $1.8 billion program for rail. It is incredible. It lists places never heard of, such as Wallarrobba, Stratford, Acacia Ridge, Macarthur, Tarawera, Albury-Wadonga - I have heard of that one - Cootamundra, Werris Creek, Parkes, and Broken Hill. All these places are getting rail funding. My favourite, Mr Speaker, is Mildura, as you know what I think about Mildura: a whole new rail system is to be provided to take raisins out through the port of Geelong at a cost of $20 million. The list continues referring to Rhodes, Concord West and Diamond Bay. Page after page lists road funding. From that entire list, Western Australia is allocated one line; namely, $14 million for the Fremantle port access road. The state government has been to the commonwealth time and again requesting funding, and WA receives one line from the $1.8 billion project. It is a disgrace!
