media statement on 29 April 2015 announcing Brookfield as the preferred
contractor to design and construct the new Karratha Health Campus.
(1) Is there a
requirement for the head contractor to engage local labour and subcontractors
in the construction of the hospital?
(2) If yes to (1), what are the details of the contractual
obligation?
(3) If no to (1), why not?

contract requires the head contractor to develop an Australian industry
participation plan, including an Indigenous participation sub-plan. The AIPP
must detail how the contractor will maximise opportunities for Australian and
local Western Australian companies, including Indigenous companies. Further, in
accordance with the state governmentXXX ###XXXs Buy
Local policy, the tender includes a local content criterion weighted at 20 per
cent, requiring respondents to detail their strategies for local industry
participation and development.
(2) As above,
the AIPP must be submitted to the state for approval within one month of
contract commencement. The contractor must comply with the approved AIPP.
(3) Not applicable.
