I refer to media reports that the
redevelopment of Geraldton Health Campus has now been pushed out beyond the
next state election, resulting in another election commitment failure by this
Labor government.
(1) What are the expected dates for
construction commencing and concluding for the project?
(2) What is the reason for the
project delay?
(3) What interim
measures will the government put in place to ensure that service delivery is
not further compromised as a result of the delay?
(4) If media
reports are correct, which suggest the delay is primarily the result of the
project being staged to allow greater local participation, how has this
objective been balanced with patient safety and outcome?

(1) Construction
for the main works package is planned to commence in April 2021, with
completion of the new emergency department and new integrated mental health
services in July 2022, and subsequently the critical care area in February
2023. Construction for early works is scheduled to commence in April 2020 and
be completed in November 2020, and includes civil works, car park construction
and construction of the new emergency department entrance.
(2) As part of
the project definition plan phase of the project, Building Management and Works
undertook a review of the original time line in the business case and has
amended the program to reflect technical advice and key elements, such as
staging requirements needed to deliver the project in an operational hospital.
Additionally, BMW is tendering for consultant works in smaller packages than is
usually the case, resulting in greater ability for midwest-based companies to
compete for work, and the earlier commencement of the project. (3) Service
delivery will be ensured through a range of internal strategies in place to
manage bed demand and activity, ongoing collaboration and partnering with the
private hospital, and continued management of service provision in partnership
with health organisations and services, both within and external to the midwest
region.
(4) Patient
safety and outcomes are the primary focus for Geraldton Health Campus. Service
provision will not be materially impacted by the staging of works.
