BUNBURY OUTER RING ROAD — GELORUP CORRIDOR
343. Hon Dr BRAD PETTITT to the parliamentary secretary representing the
Minister for Environment:
I refer to the clearing of the
Gelorup Corridor for the Bunbury Outer Ring Road that was due to resume on 1 March
2023.
(1) Has an updated fauna management plan and vegetation
offset strategy been received and accepted by the Department of
Biodiversity, Conservation and Attractions and the Department of Water and
Environmental Regulation?
(a) If yes, on what date were they
accepted; and
(b) if not, why have these documents
been delayed and when are they expected to be finalised?
(2) Can clearing
of category 1 areas in the Gelorup Corridor commence if either the updated FMP
or offset strategy have not been finalised?
(3) As per the
conditions of ministerial statement 1191, is the proponent required to submit
an updated FMP prior to clearing commencing or is this only a recommendation?

of the question. On behalf of the Minister for Environment, I provide the
following answer.
(1) I am advised
that the Department of Water and Environmental Regulation has not received an
updated fauna management plan. The department has received an offsets
management plan, which is required by ministerial statement 1191, for review.
The department is currently reviewing the adequacy of the offsets management
plan in consultation with the Department of Biodiversity, Conservation and
Attractions.
(2) Yes. Clearing
in category 1 areas can proceed in accordance with the approved construction
fauna management plan. Under ministerial statement 1191, the offsets management
plan is not required to be approved prior to the commencement of construction.
(3) The
conditions in ministerial statement 1191 require that a construction fauna
management plan be submitted and approved by the chief executive officer of the
Department of Water and Environmental Regulation prior to ground-disturbing
activities. I am advised that the construction fauna management plan was
