Esperance Power Station & Gas Pipeline - Western Power signed an 18-year agreement with independent power producers Burns and Roe Worley Developments in July 2002 to construct a new gas fired power station in Esperance. A 330km gas pipeline will be constructed from Kambalda to Esperance to power the new station, which will be built on Esperance Port Authority land. The $100 million project is expected to be completed by early 2004 and includes the construction of a new wind farm west of Esperance. The new power station will supply more than one quarter of Western Power's regional customers outside the southwest power grid and will provide local economic development and employment opportunities. Burns and Roe Worley (BRW) has also submitted a proposal to the Regional Power Procurement Steering Committee to install natural gas fired power stations in Hopetoun and Ravensthorpe. BRW propose to compress natural gas from the Kambalda – Esperance pipeline in Esperance and transport the fuel to Hopetoun and Ravensthorpe. The proposal is being considered by the Office of Energy and Western Power. GEDC is involved in the process. Power to Hopetoun and Ravensthorpe – GEDC is across the most urgent issue facing the Shire of Ravensthorpe, being an adequate power supply. This is required regardless of whether the Ravensthorpe Nickel Project goes ahead or not. Ravensthorpe is currently supplied by Western Power's interconnected grid system from a long lead out of Katanning. Outages and voltage fluctuations are common and cause damage to electrical equipment. Light industry cannot be developed because of a lack of three-phase power. Ravensthorpe Nickel expects its permanent workforce to live in Ravensthorpe and Hopetoun, which will significantly increase the need for power in both towns. A small diesel powered station located in the town currently supplies Hopetoun. Telecommunications – GEDC liaises with and lobbies carriers and government to provide improved telecommunications infrastructure and services to the region. These included securing funding for the Wireless West Project that provided CDMA mobile bases in the Shire of Coolgardie. Lobbied Telstra Country Wide to extend the CDMA mobile network to the North Eastern Goldfields. Assisted various organisations and shires in their applications for Networking the Nation funding and participated in various telecommunications taskforces and enquiries. Transport - In relation to seeking public input on options for the potential realignment of the rail system that runs through Kalgoorlie, the City of Kalgoorlie-Boulder, GEDC and the Department for Planning and Infrastructure, worked together to formulate and manage a formal public consultation process. Lake Raeside Crossing: Pre-construction funding has been allocated in the current four year forward estimates and design work is well advanced. Community Consultation – GEDC facilitates the coordination between relevant statutory bodies and State government agencies. GEDC also cooperates with representatives of industry and commerce, employer and employee organizations, education and training institutions and other sections of the community within the region. This is to ensure that improvement to services occurs in the Goldfields-Esperance region and that input from the Region to state strategies occurs. Examples of this include coordinating responses to State Government reports such as the Kalgoorlie-Boulder Rail Realignment options, the Community Leadership Plan, State Sustainability Strategy, Physical Activity Taskforce and coordinating and facilitating workshops on behalf of State Government Agencies that have included the Department of Premier and Cabinet and the Department of Local Government and Regional Development.
