801. Hon TIM CLIFFORD to the Minister for Environment:
I have been alerted to potential contamination in the Swan
River at Victoria Quay in Fremantle.
(1) Has the
Department of Water and Environmental Regulation been notified of old diesel
steel pipes that have been dumped in Victoria Quay?
(2) If yes to (1) —
(a) when was the department
notified and what actions did it take to remediate;
(b) did the
department or the port authority conduct the work to remove the dumped material
or did it contract the work out; and, if so, to whom;
(c) were any contaminants associated with the dumped
material; and, if so, how were these handled; and
(d) have all the materials now
been removed; and, if not, why not?

(1) Yes.
(2) (a) The
Department of Water and Environmental Regulation was notified on 2 August 2018.
On 3 August 2018, a DWER inspector initiated inquiries and provided details to
the Fremantle Port Authority of the location and nature of the material that is
alleged to have been discarded.
(b) The
Fremantle Port Authority advised DWER that Caltex Australia has engaged a dive
contractor to undertake a survey of the seabed. The survey has been completed
and a report is currently being prepared for the Fremantle Port Authority. This
information will assist the port authority in determining the responsible party
for site remediation. The matter remains under investigation by DWER.
(c) This is yet to be confirmed.
