LEVY — EXEMPTION REMOVAL
1001. Hon MARTIN ALDRIDGE to the Minister for Education and
Training:
I refer to the minister's
media statement of 1 October 2018 titled ''Levy change in place to boost
construction training opportunities''.
(1) Have regulations been gazetted
to give effect to the change; and, if so, on what date?
(2) What is the
expected revenue per year from 2018–19 to 2021–22 from the
Construction Training Fund and, separately, from the removal of the exemption
arising from this media statement?
(3) What consultation occurred with
industries affected by the removal of the exemption?
(4) Are further changes to the fund
being considered in light of the increased funding?

I thank the honourable member for
some notice of the question.
(1) Yes, the
Building and Construction Industry Training Fund and Levy Collection Amendment
Regulations 2018 were published in the Government Gazette on 28
September 2018, with the regulations coming into operation on 1 October 2018.

President, the answer to (2) is in tabular form and given that the answers to
(3) and (4) are quite long and I want to facilitate as many questions as I can,
I seek leave for the rest of the answer to be incorporated into Hansard .

(3) Resources sector stakeholder consultation regarding
the removal of the levy exemption has been managed through a series of meetings
between the Department of Training and Workforce Development (DTWD), the
Construction Training Fund (CTF), the Chamber of Minerals and Energy of Western
Australia (CME), the Australian Petroleum Production and Exploration
Association (APPEA), and the Association of Mining and Exploration Companies
(AMEC).
The
Building and Construction industry consultation was managed through meetings
with the Housing Industry Association (HIA), Master Builders Association (MBA),
Construction Contractors Association (CCA), and Civil Contractors Federation
(CCF).
A
meeting was held between DTWD, CTF and the Chamber of Commerce and Industry of Western
Australia (CCI).
A
meeting was held with UnionsWA, the Construction Forestry Mining Maritime and
Energy Union (CFMEU), the Electrical Trades Union (ETU), and the Australian
Manufacturing Workers' Union (AMWU).
(4) A working group comprising the resources sector,
the building and construction industry and unions is being established to
develop options for the disbursement of the levy to meet Government's
objectives. The five-yearly review of the operation and effectiveness of the Building
and Construction Industry Training Fund and Levy Collection Act 1990 (WA)
is also due in 2019.
