My understanding is that, in accordance with the agreement between the state and the company, there is an obligation on the part of the state to provide the road and rail infrastructure for the project. I do not think that negotiations are underway at the moment; it is too early for that to occur. Obviously that needs to occur at the appropriate time, once the appropriate planning changes are in place.
