When did the Minister first become aware that almost three quarters of Western Australian adults participate in Lottery gambling, 10 per cent more than any other Australian State?

Lotterywest When I assumed responsibility for Lotterywest in March 2005, I was given a full briefing on the level of expenditure in Western Australia on Lotterywest products, including the information that between 45-50% of Western Australians purchase a lottery product nearly every week, and that another 20% occasionally do so. My attention has now been drawn to a report entitled "Community Impacts of Electronic Gaming Machine Gambling" which compares Victoria and Western Australia, from which I assume the Member has found the data referred to in his Question which appears on page 39 of that report. I have noted the information on participation rates in various forms of gambling in this report. This figure refers to the total percentage who have purchased any kind of lottery product on any occasion in 1999. The report on page iv further states that "Some 43 per cent of Western Australians purchased lotteries/lotto tickets once a week or more compared with 31 per cent of Victorians". I also note that this report states (pii) that in 2002/2003 HDI expenditure on gambling in Western Australia was 1.6% ($460 per capita) and that for Victoria was 3.58% ($1,133) with almost all the difference being accounted for by electronic gaming machine spend. Furthermore, this report states that Western Australia has the lowest rate of problem gambling in Australia.
