PERFORMANCE INQUIRY REPORT
87. Hon MATT BENSON-LIDHOLM to the minister representing
the Minister for Education:
I refer to the expert review group's performance
inquiry report into Kalbarri District High School.
(1) What were
the total student enrolments at Kalbarri District High School for years 1 to 7
and 8 to 10 for —
(a) 2008;
(b) 2009;
(c) 2010;
(d) 2011; and
(e) 2012 to date?
(2) Given that
the report mentions a number of aggrieved school parents, will the minister
explain why the November 2011 report was not released to the public until
February 2012?
(3) In light
of the report's recommendations for improvement, can the minister
advise whether staff, either teaching or non-teaching, were directed early in
2012 to avoid contact with the school's gardener?
(4) Can the minister detail how the report's
recommendations for improvement will be implemented?

following enrolment numbers are for semester 1 of each year; enrolments for
2012 are preliminary numbers and subject to change —
(a) years 1 to 7,
127, and years 8 to 10, 54;
(b) years 1 to 7,
143, and years 8 to 10, 59;
(c) years 1 to 7,
163, and years 8 to 10, 50;
(d) years 1 to 7,
154, and years 8 to 10, 41; and
(e) years 1 to 7,
143, and years 8 to 10, 45.
(2) The expert
review group, or ERG, process requires that the release of the report follows
the earliest possible meeting between the principal, regional executive
director and ERG director.
Given the imminence of the school
holiday break and the departure of Mr Laurie Andrew, midwest regional executive
director, at the end of 2011, the release of the report was scheduled at the
first opportunity following the appointment of the incoming regional executive
director, Mr Stephen Baxter, early in 2012. This would ensure that implementation
and monitoring of any recommendations arising from the report would be carried
out in consultation and negotiation between the principal and Mr Baxter.
(3) Staff
seeking to have jobs undertaken by the gardener–handyman were requested
to follow the school protocol and to direct their request to the registrar.
This process ensures that the registrar, as the gardener's line
manager, is aware of all tasks being undertaken and, as required, is able to
prioritise the tasks and identify any occupational health and safety issues.
(4) The report's
recommendations for improvement will be implemented through actions negotiated
between the principal and the midwest regional executive director. The report's
