I refer to a question without notice on 7 August 2001 about the ongoing encouragement of a viable long-term pine wood-processing industry through the Wood Processing (WESFI) Agreement Act 2000. Clause H of the schedule provides that the company negotiate in good faith with the State to secure an arrangement whereby the company will contribute a minimum of $1 million per annum during the term of the agreement to a scheme for the creation and management by the State on crown reserves of softwood plantations of the species Pinus radiata on commercial terms acceptable to the company and the State. I ask - (a) what payments have been made to the scheme and by whom; (b) what are the objectives of the scheme; (c) what are the current strategies and plans of the scheme; (d) what has been achieved by the scheme; (e) what is the reporting framework, including performance measurements; and (f) what actions have been taken to encourage other contributors and development of the scheme? Hon KEN TRAVERS

I thank the member for some notice of this question. I am advised - (a)-(e) The negotiations referred to in schedule H of the Wood Processing (WESFI) Agreement Act 2000 are yet to be finalised. However, the company, Wesfi Ltd, in good faith and in recognition of its intention to enter into an agreement, commenced payments in mid 2002 to the Forest Products Commission. The primary objective of the agreement will be to secure long-term wood resources for the company’s Dardanup factory. (f) Commitment from other local wood processors has been sought to invest in their future resource. Wesbeam Pty Ltd made a similar commitment in the recently ratified Wood Processing (Wesbeam) Agreement Act. The Forest Products Commission is seeking private investment from various sources for plantation developments to achieve the action plan for tree farming in Western Australia.
