268. Hon TJORN SIBMA to the minister representing the
Minister for Planning:
I refer to the 18 March 2020
article by Kim Macdonald on page 54 of The West Australian entitled ''No
delay despite stoush in Stoneville''.
(1) How will the Western Australian Planning
Commission responsibly evaluate the proposed North Stoneville structure
plan 34 before May this year while the commission is still reviewing ''State
Planning Policy 3.7: Planning in Bushfire
Prone Areas'' and is unlikely to conclude that work before the second
half of this year?
(2) Which impediments constrain the WAPC from
deferring its consideration of the proposed North Stoneville structure
plan 34 until after the revised state planning policy 3.7 is finalised and
gazetted?
(3) Given that a WAPC
spokesman, when referring to the potential outcomes of the Royal Commission
into National Natural Disaster Arrangements, is quoted in the article as saying
''it is anticipated there will be considerations for statutory planning
throughout the process'', what specific considerations does the WAPC anticipate?
(4) How will those considerations inform the WAPC's
efforts in the finalisation of SPP 3.7 and its deliberations on the
structure plan?

I thank the honourable member for
some notice of the question.
(1) In accordance with the provisions of the statutory
time frames, the structure plan is required to be c onsidered by 30 April 2020. The WAPC will carefully consider
all matters, including advice from referral authorities . This includes
advice on the management of bushfire risk. The WAPC has a role to continue to
make planning decisions based on the current planning framework and the best evidence
available across a wide range of development matters.
(2) The WAPC has a statutory requirement to make a decision
on the structure plan within the required time frame.
(3)–(4) The
state government is awaiting an invitation from the Royal Commission into
National Natural Disaster Arrangements to contribute to the inquiry. The WAPC
will monitor the royal commission's hearings and, where possible,
incorporate any relevant recommendations into SPP 3.7.
