Amazingly, the Liberal Party web site lists as one of the Court government’s achievements: “ensuring a fair deal for mining, pastoral and indigenous interests through a reform of the native title system”. What charlatans these so-called defenders of history are! We remember their so-called solution to native title issues. That was a state native title regime that was struck down by the High Court in a 7:0 decision as a racist law! Even after that law had been struck down, they continued to engage in divisive propaganda. They continued to tolerate a situation in which there was a huge backlog of mineral exploration applications, because native title groups could not deal with the Court government. Things have not become any better for the state Liberals when it comes to native title, or anything else. I recommend to members an article in this week’s The Bulletin that contains a wonderful quote from a senior Liberal about the current crop of state opposition MPs - Mr J.J.M. Bowler : The losers! Mr E.S. RIPPER : The losers! Several members interjected. The SPEAKER : Order, members! I call to order the Deputy Leader of the Opposition, the member for Roe and the member for Collie-Wellington. Mr E.S. RIPPER : I thought members would be interested in this! This is a wonderful quote from a senior Liberal. The problem is he does not have the courage of his convictions, it would appear. Mr M.J. Cowper : What is his name? Mr E.S. RIPPER : Does the member want to hear the quote? Actually, the member for Murray is a classic example of this quote, so he should listen. This senior Liberal commented to The Bulletin - The problem is that state politics is basically becoming ideologically irrelevant to the Liberals. So much power has been centralised in the Howard government that nobody good wants to play in the state arena. So many of the state candidates - Member for Murray - are otherwise unemployable and most of the staff wouldn’t get a job federally. It is a pity the Leader of the Opposition is not here, because this senior Liberal concludes his comment to The Bulletin by saying - The current batch of state leaders are all absolutely hopeless. Compare that situation with the leadership of the Gallop and Carpenter governments on the native title issue. There are now 15 native title determinations in Western Australia, representing more than 600 000 square kilometres of land. There have been nine consent determinations. Only two were negotiated by the former Court government. There have been six litigated determinations. Only one was finalised by the former Court government. Members should look at this map that I am holding up. It shows the extent of the resolution of native title issues in Western Australia compared with the situation in other states. The areas marked in green are those parts of Western Australia in which native title has been resolved. It is clear from that map that Western Australia is the leading state in Australia when it comes to the resolution of native title issues. The record of the Gallop and Carpenter governments is light years ahead. Several members interjected. The SPEAKER : I call to order the members for Cottesloe, Dawesville and Capel. Mr E.S. RIPPER : As I noted yesterday, a conference of losers will be held in Sydney next week. The state Liberal Party leaders will meet to discuss their woes. A former Liberal Party Premier of New South Wales, Nick Greiner, has told ABC radio that he does not think the Liberal Party has any golden bullets. I find that reassuring, particularly when it comes to the Western Australian Leader of the Opposition; I do not want him to be in any room with bullets of any kind!

Mr E.S. RIPPER replied: Amazingly, the Liberal Party web site lists as one of the Court government’s achievements: “ensuring a fair deal for mining, pastoral and indigenous interests through a reform of the native title system”. What charlatans these so-called defenders of history are! We remember their so-called solution to native title issues.
